South Africa and the United States have dominant regional economies which attract undocumented workers. This study compares the similarities and differences between the two systems, examining the structures of control-under very different legal and political systems-used by the two countries to regulate these workers, and their response to their situation. The paper also examines and assesses the changes to controls recently introduced by both countries.
