Execution of People With Mental Retardation: A Violation of National and Customary International Law
I dedicate this paper to James Stream, who over the years has encouraged me to continue working with people who have mental retardation. He has taught me that these individuals deserve respect for their disability, our support for their efforts to overcome it, and protection within the criminal justice system.
