A comprehensive oil spill control project at an oil-fired electric power plant resulted in preparation of a spill prevention, control, and countermeasures (SPCC) plan for the facility and an operations manual for fuel transfer at the fuel dock on the Columbia River. Hydrologic studies led to the design of a spill containment system for the dock. Engineering techniques were established for evaluating the design's effectiveness in this estuarine location.
