Exercises are evaluated as a test of the utility of a response plan, as a measure of the effectiveness of training, or as an indicator of the general level of preparedness at a facility. Without evaluation, the value of an exercise is weakened and, in some cases, lost. An evaluation document leads the evaluator to look at all of the components of an exercise, provides a competency standard for both government and industry, and provides a mechanism for feedback to players and planholders. The document can help the designers of an exercise to address a wide variety of issues or, alternatively, aim narrowly at specific issues.
