The safety risk of air traffic management system will have a direct impact on the safety operation of air transportation industry. On the basis of systematically analysing the various influencing factors of the safety risk in air traffic management system, the evaluation index system of safety risk was constructed. By using the Matter element analysis theory, the multigrade Matter element evaluation model about the safety risk was established. The empirical research shows that the Matter element analysis theory can make full use of the information of evaluation indicators to reasonably evaluate the safety risk level of air traffic management system.
