This paper compares several commonly used evaluation methods for the transformation efficiency of resource-based coastal cities, uses AHP and DEA analysis to analyze the main factors affecting the transformation efficiency, selects the statistical data of two coastal cities from 2013 to 2016, quantifies and weights each index, establishes a multidimensional, multi-level evaluation system combining qualitative and quantitative evaluation, analyzes the impact of different indexes on the transformation efficiency, and analyzes the internal motivation of transformation success according to the change trend of the transformation efficiency of the two cities. And the transformation efficiency of resource-based cities is evaluated.
