A model of social risk decision-making behavior by social capital entities for port public-private partnership (PPP) projects was developed in this study. The decision-making behavior was divided into positive and negative behavior patterns, and then four forms of social risk decision-making by social capital entities were obtained through calculation and analysis. The inevitable negative behavior when social capital completely bore the social risk loss was analyzed and summarized. Based on this, a corresponding compensation mechanism is proposed, and social benefits of port PPP projects are further improved. The research also further analyzed the different impacts of discount rate and the length of contract period of port PPP projects on social risk decision-making behavior, which shows that social capital's attention to long-term and short-term interests is the key factor for positive and negative decision-making behavior, respectively, while “reasonable risk sharing” and “partnership” are effective means that promote positive behavior selection.
