Electricity is an essential service necessary for nearly all modern human endeavors, including health care and transportation systems, communication and security facilities (Chang et al. 2007), and the daily work and personal lives of billions of people worldwide. Power outages or voltage drops on power lines disrupt electric systems, compromising fundamental human activities, and frequently costing thousands to millions of dollars depending on the power line involved and the duration of the interruption (Kariuki and Allan 1996, Hunting 2002, LaCommare and Eto 2006).
