Annual review of Swiss forest policy 2012
Swiss national forest policy in 2012 was marked by the enactment of the revised Forest Law as well as preparations for the changes in the related Forest Ordinance. No new directions have emerged in the routine forest relevant tasks of the Parliament, Federal Council and the Public Administration. Exceptions to this trend were the numerous parliamentary interventions about the forest and timber industry. In addition, the number of Federal Court decisions about forest legal issues has slightly increased this year. In the policy fields related to forest policy, the passage of the Second Apartment Initiative and the revision of the Land-Use Law brought new angles into land-use policy. In terms of biodiversity policy, the Federal Council's approval of the Biodiversity Strategy Switzerland has set the stage for its implementation. Finally, the reorganization of Swiss energy policy has become the new dominant topic on the political agenda. The Federal Council has accomplished the related preparations for the new energy policy and has submitted its Energy Strategy 2050 for consultation.
Waldpolitischer Jahresrückblick 2012
Die Waldpolitik des Bundes war im Jahr 2012 durch die Verabschiedung des revidierten Waldgesetzes sowie durch die Vorbereitung der entsprechenden Änderungen in der Waldverordnung geprägt. Bei den üblichen waldrelevanten Geschäften von Parlament, Bundesrat und Verwaltung sind mit Ausnahme der parlamentarischen Vorstösse zu wald- und holzwirtschaftlichen Themen keine Entscheide mit wesentlichen neuen Weichenstellungen festzustellen. Demgegenüber ist bei den bundesgerichtlichen Entscheiden zum Waldrecht ein leichter quantitativer Anstieg zu verzeichnen. In den waldrelevanten Politikbereichen sind mit der Annahme der Zweitwohnungsinitiative und der Revision des Raumplanungsgesetzes neue Akzente in der Raumnutzungspolitik gesetzt worden. Der Bundesrat hat die Strategie Biodiversität Schweiz genehmigt und damit grünes Licht für die Phase der Umsetzung gegeben. Als neues dominierendes Thema hat sich die Umgestaltung der Schweizer Energiepolitik angekündigt. Der Bundesrat hat entsprechende Vorarbeiten geleistet und die Energiestrategie 2050 in die Vernehmlassung geschickt. Von der neuen Energiepolitik werden erhebliche Auswirkungen auf die Landschaft erwartet.
Revue annuelle de la politique forestière en 2012
En 2012, la politique forestière fédérale était caractérisée par l'adoption de la révision de la loi forestière ainsi que par la préparation des modifications des arrêtés corrélatifs. En ce qui concerne les dossiers habituels de la politique forestière, on a relevé quelques interventions parlementaires, mais aucune décision stratégique importante prise par le Parlement, le Conseil fédéral ou l'Administration. En revanche, on a enregistré une légère augmentation du nombre d'arrêts du Tribunal fédéral en matière forestière. L'acceptation de l'initiative sur les résidences secondaires et de la révision de la Loi sur l'aménagement du territoire auront un impact sur la politique forestière. Le Conseil fédéral a approuvé la «Stratégie Biodiversité Suisse» et donné son feu vert pour sa mise en application. La refonte de la politique énergétique de la Suisse devient un thème dominant. Le Conseil fédéral a effectué les travaux préliminaires et engagé la procédure de consultation pour la «Stratégie 2050». On peut s'attendre à des répercussions considérables de la nouvelle politique énergétique sur le paysage de la Suisse.
