Die Waldpolitik 2020 ist seit 2011 das Handlungsprogramm des Bundes mit dem Ziel, dass der Wald seine vielfältigen Funktionen für Gesellschaft, Wirtschaft, Ökologie und Klima erfüllen kann. Nach über zehn Jahren soll nun für die Zeit ab 2025 ein neues Handlungsprogramm ausgearbeitet werden. Das Bundesamt für Umwelt (BAFU) hat eine Evaluation der Waldpolitik 2020 in Auftrag gegeben, um Bilanz über deren Stärken und Schwächen zu ziehen und das Verbesserungspotenzial für das neue Handlungsprogramm aufzuzeigen. Die Evaluation zeigt auf, dass die Waldpolitik 2020 ihrer Rolle als einem kohärenten nationalen «Dach» gerecht wird und von den Kantonen als Legitimation für ihre wald- und holzpolitischen Strategien genutzt und geschätzt wird. Eine Schwäche der Waldpolitik 2020 besteht darin, dass sie bei der Beschreibung dessen, was der Bund erreichen wollte, zum Teil über das hinausgeht, was der Bund tatsächlich steuern konnte. Für die Planung der Waldpolitik ab 2025 wünscht sich die Mehrheit der Kantone vermehrte Möglichkeiten zur Mitwirkung, damit die Ausarbeitung des Inhalts und die Priorisierung von waldpolitischen Zielen als Verbundaufgabe wahrgenommen werden. Die Mehrheit der Kantone befürwortet zudem eine Zusammenführung der Waldpolitik und der Ressourcenpolitik Holz, während einige weitere Akteure und Akteurinnen der Waldpolitik diesbezüglich Bedenken äussern.
Une évaluation de la politique forestière 2020 et des perspectives d'avenir
Depuis 2011, la Politique forestière 2020 est le programme d’action de la Confédération qui vise à assurer que la forêt puisse remplir ses multiples fonctions pour la société, l’économie, l’écologie et le climat. Après plus de dix ans, un nouveau programme d’action doit maintenant être élaboré pour la période à partir de 2025. L’Office fédéral de l’environnement a mandaté une évaluation de la Politique forestière 2020 afin de dresser un bilan des forces et des faiblesses de celle-ci, et de mettre en évidence le potentiel d’amélioration pour le nouveau programme d’action. L’évaluation montre que la Politique forestière 2020 remplit son rôle de coordination national et qu’elle est utilisée et appréciée par les cantons comme légitimation de leurs stratégies en matière de politique forestière et du bois. L’une des faiblesses de la Politique forestière 2020 est que, dans la description de ce qu’elle voulait atteindre, la Confédération va parfois au-delà de ce qu’elle pouvait effectivement piloter. Pour la planification de la politique forestière à partir de 2025, la majorité des cantons souhaitent davantage de possibilités de participation afin que l’élaboration du contenu et la définition des priorités des objectifs de la politique forestière soient perçues comme une tâche commune. La majorité des cantons est en outre favorable à une fusion de la Politique forestière et de la Politique de la ressource bois, tandis que certains autres acteurs émettent des réserves.
An evaluation of the Forest Policy 2020 and an outlook
Since 2011, Forest Policy 2020 has been the federal government’s action programme to ensure that the forest can fulfil its multiple functions for society, the economy, ecology, and the climate. After more than ten years, a new action programme is now being developed for the period from 2025 onwards. The Federal Office for the Environment commissioned an evaluation of the Forest Policy 2020 to assess its strengths and weaknesses and to identify the potential for improvement in the new action programme. The evaluation shows that the Forest Policy 2020 is fulfilling its role as a coherent national policy and that it is used and appreciated by the cantons as a means to legitimise their forest and wood policy strategies. One of the weaknesses of the Forest Policy 2020 is that, in describing what it wanted to achieve, the Confederation sometimes goes beyond the scope of what it can actually influence. The majority of the cantons would like to have increased opportunities for participation in the planning of forest policy from 2025 onwards so that the development of the content and prioritisation of policy objectives are carried out as a joint task. The majority of the cantons are also in favour of merging the Forest Policy and the Wood Resource Policy, while some other actors have reservations.
